On April 15-16, 2024, the 2024 Annual Meeting of the Plastic Pipeline Special Committee of the China Plastics Association and the 2024 Plastic Pipeline Industry Exchange Conference were held in Zhoukou City, Henan Province. The theme of this annual meeting is “Adhering to the leadership of technological innovation and accelerating the development of new quality productive forces”. More than 430 representatives from the national plastic pipeline production industry, raw material industry, equipment industry, construction industry, water industry, gas industry, agriculture and related associations, testing institutions, design institutes, research institutes, universities, relevant media and other units attended the conference.

The 2024 annual meeting of the Special Committee will be presided over by Zhao Yan, Deputy Secretary General of the China Plastics Association and Secretary General of the Plastic Pipeline Special Committee.
1、 Wang Zhanjie, Chairman of the China Plastics Association, delivered a speech at the conference, introducing the current development of China's plastic processing industry and plastic pipeline industry. In 2023, the plastic products industry in China completed a total output of 74.885 million tons, a year-on-year increase of 3.0%. The main business revenue decreased by 1.7% year-on-year, and the operating costs associated with it also showed a year-on-year decline trend. In 2023, the total production of plastic pipelines was 16.19 million tons, a year-on-year decrease of 1.58%. Chairman Wang has put forward relevant suggestions for the development of the industry based on the actual situation and future development trends: firstly, strengthen scientific and technological innovation, increase scientific research investment, deepen industry university research cooperation, enhance independent innovation capabilities, promote green development, and strengthen talent training; The second is to firmly adhere to the “three product” strategy, improve product quality, strictly adhere to bottom line thinking, and strengthen industry self-discipline; The third is to cultivate new quality productivity, promote industry transformation and upgrading, and achieve sustainable development.
2、 Zhang Lina, member of the Standing Committee of the Huaiyang District Committee and Executive Deputy District Mayor of Zhoukou City, Henan Province, delivered a welcome speech, introducing the economic development of Huaiyang, its rich historical and cultural heritage, and superior business environment. 3、 The meeting reviewed and approved the 2023 Work Report of the Plastic Pipeline Special Committee of the China Plastics Association, presented by Zhao Yan, Secretary General of the Committee. Secretary General Zhao Yan introduced the situation of the plastic pipeline industry in 2023 in his report: although the growth rate of the industry continued to decline in 2023, the overall volume is still considerable. Industry concentration has increased, product quality has improved, intelligence level has improved, and market recognition has increased. However, the industry still faces many challenges and needs to unleash new development momentum. In 2023, the special committee will unite and continuously strengthen its own construction to improve its performance level; Pay attention to research and statistics, and provide good data support; Actively organize activities to gather industry strength; Strengthen innovation guidance and promote industry progress; Promote standardization work and improve the level of standards; Track industrial chain activities and promote collaborative development; Looking internationally and enhancing international influence; Cooperate with higher-level associations to complete various tasks; Actively advancing, constantly overcoming difficulties, fully opening up new horizons, and promoting high-quality development of the industry.
4、 The meeting reviewed and approved the “2024 Work Plan of the China Plastics Association Plastic Pipeline Special Committee” proposed by Guo Jing, Executive Deputy Secretary General of the China Plastics Association Plastic Pipeline Special Committee. 1. He introduced the current development status, opportunities and challenges faced by the plastic processing industry and plastic pipeline industry, and elaborated on how to develop new quality productivity and empower the high-quality development of the industry. The plastic pipeline industry should further leverage its product functional advantages and seize development opportunities in areas such as water conservancy, rural construction, and housing construction; Accelerate collaborative innovation in the industrial chain; Vigorously developing the digital economy and improving the level of intelligence; Strengthen standard guidance and quality support; Strengthen communication and cooperation with the application field, guided by high-level demand, and make new and greater contributions to the national economic construction and the improvement of people's lives.

Zhao Li, Chief Engineer of China Architecture Design Institute Co., Ltd. and National Engineering Survey and Design Master, gave a report titled “Technology and Practice of Sponge City Construction in Existing Buildings and Residential Areas under the Background of Urban Renewal -” Micro Renewal “Strategy”. He believed that sponge city construction in existing urban areas is an indispensable and important part of sponge city construction in China. In the practice of sponge city construction in old residential areas, problems such as complex underlying surface conditions, outdated drainage pipelines, lack of green vegetation, and low rainwater recycling and utilization rate are faced. Propose a micro update strategy for sponge renovation of old residential areas, adopting small-scale and gradual measures and methods to control rainwater from the source, enhance the resilience and resilience of the community, and reduce disturbances to the normal life of residents.
3. Ma Changcheng, Deputy Secretary General of the China Urban Gas Association, gave a report titled “Outlook on PE Gas Pipelines under the New Situation”, introducing the development trend of gas pipelines, including safety status, number of pipelines, and proportion of PE pipelines; It also introduced the relevant policies and central financial support for the renovation of old pipelines; Furthermore, by explaining the renovation situation of some enterprises, the development of gas pipeline networks, and the demand for PE pipelines in old and old renovations, as well as the tracing and failure warning capabilities of pipeline fittings, the development of PE pipelines was discussed.
4. Gao Xiang, Chief Expert of the National Agricultural Technology Center of the Ministry of Agriculture and President of the China Agricultural Plastics Society, delivered a report titled “Stable Grain Supply and Agricultural Plastics Responsibility”, introducing the current agricultural situation and future development, as well as the application of agricultural plastics in agricultural production. The application of plastic pipes in crops is quite common, and the economic benefits obtained are also obvious. They are ubiquitous in the field of modern agriculture, and the integration of water and fertilizer is an important way for the development of modern agriculture. Believing that without pipelining, automation is difficult, and without automation, modernization is difficult. Vigorously developing mechanization and automated fertilization cannot do without automation, and fertilization automation cannot do without pipelining and integrated water and fertilizer.
5. Professor and doctoral supervisor Ma Baosong from the School of Civil Engineering at Sun Yat sen University gave a report titled “Development and Application Status of Non excavation Repair Technology at Home and Abroad”, introducing in situ solidification method （CIPP） pipeline repair technology, thermoplastic forming method non excavation pipeline repair technology （which can be used for water supply, drainage and gas pipeline repair）， new fiber reinforced flexible inner lining pipe repair technology, centrifugal spraying method pipeline repair technology, fragmented pipe replacement technology, insertion method pipeline repair technology, tight fitting inner lining method, spiral winding inner lining method, rigid anchoring plastic inner lining method （cushion lining method）， thin-walled stainless steel inner lining repair technology, and local pipeline repair technology - stainless steel quick lock.
Professor and doctoral supervisor Wu Daming from the School of Mechanical and Electrical Engineering at Beijing University of Chemical Technology gave a report titled “Flexible RTP Pure Hydrogen Long Distance Pipeline Technology Equipment”. He introduced the advantages and characteristics of hydrogen as the most promising new generation of low-carbon clean energy, as well as the characteristics and requirements of hydrogen transportation pipelines. He also discussed the current situation of flexible RTP pure hydrogen long distance pipeline technology equipment at home and abroad, including design, manufacturing, installation, operation and maintenance, as well as standards.
7. Song Qihao, Chairman of the Pipeline Structure Professional Committee of the China Engineering Construction Standardization Association, gave a report titled “Forgetting the Original Aspiration and Forgetting Forward - Plastic Pipes in My Eyes”. He introduced the types of water transmission pipelines, the characteristics and concerns of thermoplastic pipes, the types of thermoplastic pipes, material properties, and pipe performance. He also analyzed the tensile strength and internal pressure resistance of pipes in water supply engineering, the elastic modulus and external pressure resistance of pipes in drainage engineering, the failure mode of double wall corrugated pipes in drainage engineering, and introduced the future development of thermoplastic pipes from a technical perspective.
8. Yang Shaohui, Technical Director of Shanghai Bangzhong Polymer Materials Co., Ltd., gave a report titled “Research on Quality Control and Performance of Hot Melt Adhesive for Composite Pipelines”, which introduced the physical compatibility process and chemical reaction process of hot melt adhesive from the perspective of composite pipelines. Detailed introduction of the main components of hot melt adhesive, technical indicators of hot melt adhesive, and quality control of hot melt adhesive, including processing equipment and process, inspection and monitoring, relevant equipment and experiments, and standard situation. It also introduced the application performance of hot melt adhesive and demonstrated the research results of quality control and performance testing of hot melt adhesive.
9. Wei Ruoqi, Secretary General of the Plastic Pipe Products Sub Technical Committee of the China Plastics Association Group Standards Committee, delivered a report entitled “Meeting the Demand of the Plastic Pipe Industry with High Quality Group Standards Supply”. The report introduced the basic situation of the 2024 group standard project, the China Plastics Association plastic pipe group standard project approval mode and preparation procedure, as well as the basic situation of nearly 10 projects, including continuous fiberglass tape wrapped polyethylene drainage pipes for underground use, antibacterial random copolymer polypropylene （PP-R） pipes for cold and hot water use, steel skeleton polyethylene plastic composite pipes and fittings, industrial plastic pipes and fittings materials - chemical corrosion resistance data, and polypropylene （PP） pipeline system qualification evaluation guidelines for cold and hot water use.
10. Li Tongyi, Vice Dean of the Research Institute of China United Plastics Group Holding Co., Ltd., gave a report titled “Exploration of Experience in High Quality Development of Plastic Pipeline Enterprises”. Focusing on “Exploration of Experience in High quality Development of Plastic Pipeline Enterprises”, he introduced the situation of digital quality management from various aspects such as quality improvement, innovative development, and internationalization, including achieving digitalization of the entire value chain quality management, extending digital applications to the upstream and downstream of the industrial chain, achieving quality synergy of the industrial chain, improving quality efficiency and continuously enhancing quality competitiveness through intelligent manufacturing. It also introduced the innovative development situation, including exploring new application fields of plastic pipelines, and detailed the development prospects of fiberglass tape wrapped reinforced polyethylene composite pipes in oil and gas, hydrogen transportation and other fields.
Yi Hua, Technical Manager of Chongqing Aocai New Materials Co., Ltd., gave a report titled “Analysis of the Selection of Color Masterbatch for Pipeline and Problems in Pipe Production”, introducing the selection points and related indicators of PE black masterbatch, PPR color masterbatch, PVC color masterbatch, and PERT color masterbatch. An analysis was also conducted on the problem points in pipe production, including mouth mold precipitation, inner and outer wall pitting, ring cut surface transparency, PERT pipe dispersion, PVC electrical conduit bending and whitening, continuous air folding, improving surface glossiness, and PVC drainage pipe problem points.
12. Du Zhongjie, an expert in the chlor alkali business unit of China National Chemical Corporation, gave a report titled “Progress in PVC resin modification technology and its application in pipes and fittings”. He introduced the research progress of PVC resin, analyzed the problems of PVC pipes and fittings, and detailed the optimization of industrial production technology and the improvement of product quality. He also introduced the preparation of high impact PVC resin by ACR grafted VCM and viscosity reducing agents α- The development of methyl styrene cyclic dimer, vinyl chloride/acrylic copolymer resin, synthesis of internally plasticized PVC resin, and development of PVC resin specifically for producing CPVC resin. It also discusses the function and structural regulation of PVC resin for pipe fittings, including the molecular structure regulation in the synthesis process of PVC resin, and innovative measures for the application of PVC resin in the field of pipe fittings.
13. An Guanfeng, Chief Engineer of Guangzhou Municipal Engineering Group Co., Ltd., gave a report titled “Several Reflections on Pipeline Engineering”. From a design perspective, he introduced relevant specifications and requirements from the aspects of pipeline foundation bearing capacity, pipeline installation, pipeline backfill compaction, pipeline cover soil thickness, pipeline foundation treatment, pipeline ring stiffness, pipe materials, pipeline construction, inspection wells, etc. from a technical perspective.
14. Lin Weijie, Sales Manager of Fuzhou Xikela Electronic Technology Co., Ltd., gave a report titled “Innovative Technology, Optimized Production”. From a technical perspective, he introduced the advantages of millimeter wave technology - Centerwave 6000, measurement principles, rotation systems, installation positions, technical parameters, and other content. And in the summary section, it is stated that using millimeter wave technology, without the need for coupling media, is suitable for various plastic pipelines; 360 ° measurement, accurate and reliable measurement, provides reliable assurance for users to control the minimum wall thickness, save costs, and improve product quality; Automatic identification of refractive index, measurement not affected by temperature, environment and other factors, no need for calibration, easy to operate.
15. Xiang Aimin, Secretary General of the Plastic Pipe, Pipe Fitting and Valve Sub Technical Committee of the National Technical Committee for Standardization of Plastic Products, delivered a report titled “Exploration of Domestic and Foreign Standards and Scientific Issues for the Connection of Plastic Pipeline Systems”. The report introduces the main connection methods of plastic pipes, including hot melt, electric melt, and rubber ring connections, as well as the forefront and standards of exploration technology after plastic pipe connections. It compares the key technical indicators of domestic and foreign pipe connection standards, and studies the impact of different connection methods on the mechanical and other properties of products, with the aim of contributing to the safe connection of plastic pipe systems and the healthy development of the pipeline industry.
16. Huang Jiawen, Deputy Director of the National Chemical Building Materials Testing Center （Construction and Testing Department）， gave a report titled “Reflections on the Assistance of Inspection and Certification Work to the Development of the Plastic Pipeline Industry in the New Era”. He believes that quality is the cornerstone of the stable and sustainable development of the plastic pipeline industry. With the development of China's construction and construction industry, the overall production capacity, output, and category of the plastic pipeline industry have jumped to the world's first place. When the uncertainty of real estate industry development and the limited ability of investment and financing platforms highly dependent on engineering construction, plastic pipelines face challenges in resolving excess production capacity and improving quality and efficiency. It is worth serious consideration for practitioners on how the inspection and certification industry can help the development of plastic pipelines.
17. Yang Huahao, Deputy Director and Researcher of the National Chemical Building Materials Testing Center （Material Testing Department）， gave a report titled “Standards and Quality Analysis of Underground Drainage Pipelines”. The report revolves around the theme of underground drainage pipeline standards and quality analysis, starting from the types, main technical indicators, testing results and suggestions of plastic pipes for buried drainage. It introduces the main technical parameters of plastic pipes for buried drainage, including appearance and size, oxidation induction time, density, ash content, lead limit, joint tensile strength, oven test and longitudinal dimension shrinkage rate, ring stiffness, ring flexibility, etc. It also introduces content such as drop hammer impact test, system applicability, creep ratio, and quality control in engineering applications.
18. Li Yanjun, Director of the National Water Saving Appliance Product Quality Inspection and Testing Center, gave a report titled “On the Role of Testing in Product Quality Control”. He believed that product quality testing can be divided into internal testing and external testing. On the one hand, testing is an important technical means for quality control in production enterprises, and on the other hand, it is the main way for government departments to supervise product quality in accordance with the law, and it is an effective tool for maintaining market order. With the continuous enrichment of product functions and improvement of performance, people's requirements for product quality are increasing day by day. 19. Gao Lixin, Director of the Plastic Pipeline Special Committee of the China Plastics Association, gave a report titled “Strengthening the Foundation, Expanding Innovation, and Promoting High Quality Development of the Plastic Pipeline Industry”. He elaborated in detail on the current situation and development situation of the plastic pipeline industry, strengthening the foundation to improve product quality and competitiveness, promoting industry upgrading and development through innovation, grasping policies to stimulate market vitality and creativity, and promoting cooperation to build an ecosystem for coordinated development.
